Born in Murcia, Spain, Jose Luis Tovar Carrillo studied double bass in his hometown for eleven years with David Monrabal García. Later, he went to Codarts, Rotterdam, to continue his studies with Matthew Midgley and Luis Cabrera, and then to Musikene, San Sebastián, to study with Pierre Emmanuel de Maistre and Julio Pastor. He also attended several courses with Rinat Ibragimov and Karen Martirossian who greatly influenced him.

Jose Luis works as substitute player in several orchestras in Spain such as Orquesta Sinfónica de Barcelona y Nacional de Catalunya, Orquesta Sinfónica de Euskadi, Orquesta Sinfónica de Castilla y León, Orquesta Sinfónica de Bilbao, Orquesta Sinfónica de Navarra, Orquesta Sinfónica de las Islas Baleares, and Orquesta Sinfónica de la Región de Murcia. During two months, he worked as double bass teacher at Conservatorio Superior de Música Manuel Castillo in Sevilla.
